During this cold weather, the EHC LifeBuilders shelter is open 24 hours, and the lottery system is replaced by an all-are-welcome policy.

Dozens of people are filing in to the shelter, getting a bed roll, and settling in for the night.

This shelter has 200 beds. but administrators say if more people show up, they will let them sleep on the floor.

With temperatures reaching dangerous lows, they want people inside. Four men in their 40s and 50s have died in the South Bay due to the weather. A fifth man may have been another victim of the cold weather in the East Bay, pending an autopsy.

Teams from EHC LifeBuilders spent the day out in the field, delivering blankets and socks to people who do not want to go to a shelter. They handed out so many blankets that supplies were running low.
